Clarification Statement on Aid Distribution Procedures to Ensure Transparency and Fairness

2025-11-06

The Egyptian Committee affirms that all humanitarian aid distribution operations are carried out through an accurate and organized system that ensures transparency, fairness, and accountability, guaranteeing that assistance reaches the families most in need across all areas of the Gaza Strip.

1. Beneficiary Selection Criteria

Clear criteria are applied, including:

Families whose homes have been completely or partially destroyed.

Families with children, the elderly, or persons with disabilities.

Families residing in temporary shelters or displacement areas.

The registration process is conducted in coordination with family elders (“mukhtars”) to ensure fair access for the most affected

groups.

2. Field Distribution Mechanism

Aid distribution is carried out in-kind only, covering food items, plastic tarpaulins, blankets, drinking water, hygiene supplies, and winter essentials.

Distribution is conducted through two organized methods:

Field teams, in collaboration with local volunteers, influencers, local authorities, and partner organizations.

Family elders (“mukhtars”), who receive the packages allocated to each family within their community and are directly responsible for delivering aid to the rightful beneficiaries.

The inclusion of mukhtars aims to enhance efficiency, prevent duplication, and ensure accurate identification of needy families within each community.

3. Complaints and Follow-Up Mechanisms

The Committee has dedicated teams operating around the clock to receive complaints and feedback from citizens through social media platforms and a WhatsApp number.

Every complaint is reviewed within 48 hours of submission.

All distribution operations are documented with photos and field reports, which are submitted to the concerned authorities in Cairo for periodic review and follow-up.

4. Oversight and Accountability

Supervisory teams oversee field operations to ensure full compliance with standards and credibility in aid delivery. Periodic audits are also conducted to address any violations or potential errors.

Conclusion

The Egyptian Committee reaffirms its steadfast commitment to transparency, fairness, and non-discrimination in humanitarian support. The involvement of family elders and local entities aims to strengthen trust and efficiency, ensuring that every aid package reaches its rightful recipient with dignity and respect.
